Registering an out of state vehicle with absent owner with permission?

I have an unusual situation. I have a vehicle in Illinois that needs to be registered and is from out of state. This vehicle is owned by an old boyfriend who has given me permission to keep it and register it in Illinois. How do I go about registering it here? Do I need him here or can I do it myself since the vehicle is not being sold? Can this vehicle be registered online?
